OTR [RU+4] is a time-zone version of the Russian public television channel OTR, with the schedule shifted four hours from Moscow time. It follows the same broadcast day for eastern Russian regions, where news, discussion programmes and evening projects appear closer to local time.
OTR programming includes news, analytical talk shows, programmes about public institutions and local government, cultural and educational projects, feature films and documentary cycles. The base channel began broadcasting on 19 May 2013 under the full name Public Television of Russia. Vitaly Ignatenko is the general director, and Maxim Merkulov is known as the channel voice. OTR is part of Russia's first digital terrestrial multiplex.
The [RU+4] version moves the same editions four hours forward. The TV guide shows that shift in news, discussion programmes, cultural projects, evening films and repeats.
